Home Zone Program Background

We share the community's goal of creating pedestrian-friendly neighborhood streets. One way we accomplish this goal is by working collaboratively with neighborhoods to create a home zone plan. The entire neighborhood works together to prioritize traffic calming, pedestrian mobility and neighborhood livability improvements. Home Zone Program Background explains more about home zones in general and how the program was started in Seattle.

Launched in 2019, we implemented two pilot home zones, one in the Broadview neighborhood and another in the South Park Neighborhood. Pilot Project Implementation explains more about how a Home Zone is developed and references the two pilot projects developed in 2019.

In 2020, SDOT launched Reconnect West Seattle, a framework for supporting neighborhoods impacted by the closure of the West Seattle High Bridge and restoring efficient travel across the Duwamish. SDOT worked with communities from South Park, Georgetown, and Highland Park to identify and prioritize home zone improvements. Reconnect West Seattle Home Zones provides information on the process, timeline, and funding used for each of these neighborhoods. 

In 2021, we started working with the New Holly and Rainier View neighborhoods on their Home Zone plans. In the summer of 2022, we started working with the Olympic Hills Lake City Neighborhood and the Aurora Licton Urban Village. Future Home Zones will be determined by lack of infrastructure and the Racial Equity Analysis (REA) criteria used by the Pedestrian Master Plan.

Home Zone Program Goals

Create safe and walkable neighborhoods for people of all ages and abilities.
Create holistic plans that address traffic calming and maintaining local access.
Improve resident's quality of life and strengthen community.

Neighborhood Engagement

A Home Zone is first and foremost a community driven effort. Outreach begins with neighborhood walks where community members share their concerns and vision for getting around their neighborhood. A steering committee made up of neighborhood volunteers then co-creates the Home Zone plan with City staff. Finally, City staff will publicize the plan and seek the opinions and feedback of the broader community. Take a look at the image below to see the entire outreach and engagement process.

Serving on a Home Zone Steering Committee takes time and effort. We recognize that this can act as a barrier to participation, particularly for those who do not have the time or resources to dedicate several hours per month to developing the Home Zone. In order to alleviate this barrier, encourage participation, and further the goals of our Transportation Equity Framework we have developed a brief on Home Zones and Compensation.

Home Zone Toolkit

This toolkit presents a list of potential projects you can pursue on your residential street. Some, such as painting a mural at an intersection, are simple and relatively easy to implement. Others, such as improving pedestrian connections in your neighborhood, are more complex and will likely require the development of a home zone plan.

You can undertake this process by yourself but will likely find it more effective and rewarding to assemble a community group with a shared goal. After talking with your neighbors, follow the five-step process below to begin improving your street.
